Commercial Entitlement Process Timeline

Step One:
May - Early Fall 2004
General Plan Amendment
Purpose: change the current City of Surprise land use designations for the Prasada property to designations consistent with the development proposal.

Prasada's General Plan Amendment application was approved by the City Council on Nov. 23, 2004.


Step Two:
Late Spring 2005 - Winter 2005
Annexation
Purpose: achieve annexation of the Prasada property, currently located in Maricopa County, into the City of Surprise.
  • Annexation request submitted to the City of Surprise
  • Initial public hearing on annexation request within 30 days
  • Petition for annexation submitted to the City of Surprise
  • City of Surprise adopts annexation ordinance at public hearing
  • Mandatory 30-day waiting period following City Council approval
  • Annexation process runs concurrently with rezoning and Development Agreement processes

Step Three:
Late Spring 2005 - Winter 2005
Rezoning

Purpose: seek Planned Area Development (PAD) zoning for the Prasada property.
  • Rezoning application filed with the City of Surprise, including a Preliminary Development Plan
  • Typically takes 4-5 months and requires hearings before the Planning Commission and City Council
  • Rezoning process runs concurrently with annexation and Development Agreement processes

Step Four:
Late Spring 2005-Winter 2005
Development Agreement

Purpose: create an agreement with the City of Surprise regarding the Prasada property, including zoning, annexation, water and sewer services, street improvements, financial obligations, infrastructure fees and credits, design guidelines and protected development rights.
  • Development Agreement requires approval by City Council
  • Agreement process runs concurrently with rezoning and annexation processes

  This timeline is based on the City of Surprise entitlement processes, overlaid with Westcor project requirements and timing. All of these processes are subject to public hearings and require City Council approval. Please note that estimated dates may be affected by several factors, including resolution of technical issues that might be raised during the process, City Council scheduling/timing, and the number of revised development plans submitted.
